The armed and dangerous suspect from the Otter Tail Shooting on Sunday has been captured. After failing to stop for police and leading them on a short chase. He traveled 3 miles at high speeds, his vehicle hit stop sticks put out by police and was able to travel another mile with his front tire blown out.  Phoutthasa Prathane was arrested in Redwood County. He had a warrant for first degree assault and felony attempted homicide.
