A wealth of disturbing details were filed in Otter Tail County Court surrounding Sunday night’s shooting of a woman in Pelican Rapids. The suspect was armed and dangerous when apprehended after a search and high speed chase earlier this week. Law Enforcement responded to the violent scene after getting a phone call that a woman had been shot. The suspect shared 6 children with the victim. The victim had left out of fear for her life with the kids, and an order for protection was in place. The suspect found her new address, broke in, shoved the victim’s mother and started shooting while the children were downstairs playing.

36 year old Phoutassa Prathane has a history with law enforcement, with previous violent crimes in Iowa.

Prathane’s next court date is scheduled for an omnibus hearing on May 2. Prathane remains jailed at the Otter Tail County Detention Center on five separate charges
